MSP has no record of the newborn's Personal Health Number (PHN) registration.

How to Fix It
Follow these steps in order to resolve the error.
- Contact the baby's parent or guardian to confirm they have completed the BC Birth Registration process. Ask if they have received the baby's BC Services Card or a confirmation letter from Health Insurance BC (HIBC).
- If the parent has registered the baby, hold the claim and resubmit it in 3-4 weeks. It can take time for the Vital Statistics Agency to process the registration and forward it to MSP.
- If the parent has not registered the baby, advise them to do so immediately online through the BC Vital Statistics Agency website. Explain that the claim cannot be paid until MSP coverage is active.
- If the parent confirms registration and the claim still rejects after waiting and resubmitting, contact the Teleplan Data Centre (604-683-7151) to perform a PHN inquiry and verify coverage dates.
